Volusia County man who founded special needs program accused of child sex abuse; more victims possible

VOLUSIA COUNTY, Florida. – A Volusia County man who founded a program for people with special needs is accused of sexually abusing minors, the FBI said.

James “Jamie” Grover, 62, was arrested Wednesday after special agents searched his Deltona home and his business at the Seminole Town Center Mall in Sanford. The FBI did not say what was found at either location.

According to the agency, Grover founded the Special Needs Advocacy Program (SNAP), which “provides opportunities to the special needs community.”

“The FBI believes that Grover targeted young boys from 2010 to the present, while he worked at SNAP and as the group director of Autism on the Seas, an international organization that developed cruise vacations for adults and families with special needs,” a news release said.

Anyone who believes they or their child may have been a victim of Grover or who has helpful information about the case is asked to go to www.fbi.gov/snapvictims and fill out a form.
